RPOC XII

What is RPOC XII?

The Regional Peace and Order Council (RPOC) is the primary avenue for discussing and recommending strategic actions or activities aimed at promoting, improving, or enhancing peace and order and public safety measures, including anti-insurgency measures within the region.

Roles and Responsibilities

  • Provide general directions and guidance to the Local Governance Resource Center’s (LGRC) programs and plans.
  • Formulate policies and guidelines to operationalize the LGRC.
  • Initiate steps towards building their respective organizations as Knowledge-Centric Organization (KCO).
  • Contribute to the development of good practices in local governance and its replication.
  • Identify and propose areas for convergence to harmonize programs.
  • Mobilize resources to support knowledge Management programs.
  • Identify and participate in researches and assessments relevant to LG KM.
  • Analyze and review LG KM Audits.
  • Monitor and evaluate the impact of LGRC and the attainment of its Vision, Mission, and Goals.
  • Continuously verify the LGRC value proposition and communicate this to sponsors and partners.

RPOC Policy Guidelines

A

  • Ensure that key players and prime movers in local governance articulate policies in building a culture of learning and knowledge sharing to promote excellence in local governance.
  • Develop common stake on ownership of the state of local governance among various players.
  • Represent a paradigm shift in DILG’s role from supervision to that of a catalyst and facilitator in promoting excellence in local governance.
